Philippe was born in Luxembourg City. He studied philosophy and German language and literature at the University of Luxembourg and at the Eberhard Karls University of Tübingen. After completing his studies, he returned to Luxembourg to pursue a career as a teacher. He still maintains close contact with fellow students from Germany and the Netherlands through his student fraternity. He is married, has two children and lives in the municipality of Biwer.
In his free time, Philippe likes to go scuba diving, play indie video games (sometimes on the Xbox, sometimes on the Switch), read increasingly non-fiction books and he enjoys holidays with his family on the Belgian coast.
